Tomioka Eisen was born in Nagano prefecture under the name of Hidetaro. He went to Tokyo to study drafting and was employed by the army as a civilian. Later he resigned from the army and became a full time illustrator; he was a pupil of Kobayashi Eitaku. Most of his works were illustrations for newspapers, journals and kuchi-e. Work attributed to him includes a shunga set entitled, "Manifold Pledges" (Yakumo no chigiri).
