Phillip was born in New York, and studied at the National Academy of Design with Volk and Geoge Maynard from 1914-17. He was made a member of the National Academy of Design in 1940, and taught there from 1953 to the early 1970s. He also studied for a time at the Art Students' League with DuMond and Bridgeman from 1910-1914. He was known mainly for his portraits of women.
