Palmer was born in Albany, New York in 1854, the son of a sculptor. He studied under F. E. Church at Hudson, New York, and Carolus-Duran in Paris. He was known for his landscapes, escpecially those with snow. His works were drawn from the countryside near his home in Albany. His subjects deal with the play of light in winter, and its dazzling, transient effects.
